Ability to have the account payer on invoices, but the invoices remain under the person they are for

For logistical reasons, it would be easier for the invoices to remain under the patient's chart that they are for and not route to the Payer's chart. Still allow for the payer to pay for the invoice, but for things like labs and medications ensure those invoices stay with the person who the invoice is for.
